# The JCEE Labs Charter — Version 1.1 First-Principle Addendum

**Public standard**
**Adopted:** August 31, 2026
**Status:** Current
**Foundation preserved:** The JCEE Labs Charter Version 1.0, adopted August 4, 2026

## Purpose

This successor addendum supplements rather than rewrites the JCEE Labs Charter Version 1.0. The Version 1.0 commitments to falsifiable claims, preserved failures, bounded authority, durable evidence, responsible disclosure, and human accountability remain in force.

## JCEE First Principle

> Hypotheses may begin anywhere. Authority cannot.

First-person experience, intuition, coherence, imagination, serendipity, faith, love, and felt meaning may legitimately generate hypotheses, research questions, and human values.

They do not, by themselves, establish shared-world empirical claims, prove an external causal account, or create authority for consequential execution.

## Ontological openness and empirical discipline

JCEE Labs remains open to unusual, intuitive, spiritual, consciousness-related, mathematical, and physical hypotheses when the claim, evidence, uncertainty, and consequence boundary remain explicit.

A person may speak with authority about the fact and character of their own experience: what they perceived, felt, valued, or found meaningful.

That experience alone does not establish an external mechanism, universal ontology, physical cause, or permission to impose a consequential interpretation on others.

Meaning may open the inquiry. Evidence governs the shared-world claim.

## Non-consequential state non-authority

### 1. State is not authority

A model output, prediction, memory, simulation, belief, confidence score, or internal representation does not become consequential authority merely because it exists.

### 2. Unknown is not permission

Missing evidence, ambiguity, timeout, convenience, or expected success cannot silently become authorization. Unresolved conditions remain unresolved.

### 3. Consequential authority must be current

Permission for a real-world effect must come from the relevant authorized boundary and remain bound to the current evidence, scope, policy, state, and effect.

### 4. Human responsibility remains

Intelligent software does not absorb responsibility from the people and institutions that choose its objectives, authority, deployment conditions, and tolerated consequences.

## Governing application

Every JCEE agent, experiment, architecture, product, review, and consequential-action system is governed by this first principle together with the preserved Charter Version 1.0.

Ontological openness expands what JCEE may ask. It does not weaken what JCEE must prove, what evidence may support, or who remains responsible for consequential action.

## Public disclosure boundary

This addendum is a governance standard. It is not an empirical result, a metaphysical verdict, a third-party certification, or permission to publish private source code, attack corpora, counsel work product, security-sensitive material, customer information, or enabling implementation detail.
